china national certification and accreditation administration (cnca) issued cnca-n-001:2021 implementation rules for certification of hazard analysis and critical control point (haccp) system (announcement no. 12 of 2021) (hereinafter referred to as "new implementation rules") on july 29, 2021, it will replace cnca-n-008:2011 implementation rules of hazard analysis and critical control point (haccp) system certification and the announcement of cnca on updating the certification basis of hazard analysis and critical control point (haccp system) (hereinafter referred to as the "old implementation rules"), which will be abolished from january 1, 2023.
according to the requirements of the new implementation rules, the haccp system certification basis will be changed from the current gb / t 27341-2009, gb 14881-2013 and haccp certification supplementary requirements 1.0 (hereinafter referred to as the "old certification standard") to annex 2 hazard analysis and key control point (haccp) system certification requirements (v1.0) (hereinafter referred to as the "new certification standard") of the new implementation rules. in order to change the version of the new implementation rules, kcb makes the following work arrangements according to the requirements of cnca announcement and relevant requirements of cnas:
1、 certification work arrangement during the transition period
（1） the transition period from july 29, 2021 to december 31, 2022 is the transition period between the old and new implementation rules.
（2） during the transition period, kcb can still carry out certification activities according to the implementation rules of the old version, including accepting certification applications, implementing audits, making certification decisions, and issuing / renewing the certification certificate of the "old version certification standard".
（3） during the transition period, kcb formulates the relevant work arrangement of the new version of the implementation rules according to the conversion requirements of cnca, cnas and ccaa, and can implement the certification activities according to the new version of the implementation rules, including accepting the certification application, implementing the audit, making the certification decision, and issuing the "new version of the certification standard" certification certificate.
2、 conversion arrangement
（1） from january 1, 2023, kcb will implement haccp system certification for all haccp system certification customers in accordance with the requirements of the new implementation rules.
（2） if the certified customer obtains the certification certificate of "old version certification standard" according to the implementation rules of old version certification before december 31, 2022, the certified customer shall complete the certification conversion in combination with the latest supervision or recertification audit. when the certified customer needs it, it can also pass the special conversion audit. after the certification conversion is passed, kcb will renew the certification certificate according to the requirements of the new implementation rules.
（3） before kcb fails to pass the cnas approval conversion, the "new certification standard" certification certificate issued according to the new implementation rules shall not bear the cnas approval mark. after kcb obtains the cnas approval conversion, kcb will renew the certification certificate with the approval mark for the certified customers within the scope of approval. kcb will release the approval status on the official website in time.
3、 preparation before conversion of certified customers
（1） the certified customer shall analyze and identify the differences between the old and new certification standards and the impact of the change of standard content on the operation of its system;
（2） carry out "new certification standard" training and internal auditor conversion training;
（3） revise the haccp system documents and relevant forms according to the "new certification standard" and operate the haccp system;
（4） before the certification audit, the internal audit and management review shall be effectively implemented at least once according to the requirements of the "new certification standard".
